Menurut Marsekal TNI Hadi Tjahjanto, lomba tembak merupakan salah satu cabang olahraga bergengsi baik di tingkat nasional, regional maupun internasional. “Olahraga menembak baik versi Militer maupun versi Perbakin telah ikut mengharumkan nama bangsa Indonesia di tingkat regional bahkan internasional,” ungkapnya.
“Pada tingkat internasional, para prajurit TNI telah menunjukkan kemampuan prestasi melalui lomba tembak yang diikuti oleh militer negara-negara dunia yang tergabung dalam Conseil International du Sport Militare (CISM),” kata Panglima TNI.

Jakarta, Sumbawanews.com.- Putusan Komisi Pengawas Persaingan Usaha (KPPU) menyatakan produsen air minum dalam kemasan (AMDK) merek Aqua, PT Tirta Investama (TIV) dan PT Balina Agung Perkasa (BAP) selaku distributor, terbukti melakukan persaingan usaha tidak sehat justru enggan ditanggapi Ketua KPPU Syarkawi Rauf.
“Saya Tidak ikuti perkembangan kasus tersebut, silakan tanyakan kepada pihak berperkara atau kepada Mejelis yang menanganinya,” ungkap Syarkawi dalam acara Outlook Persaingan Usaha 2018 yang diselenggarakan KPPU, Senin (19/12/2017) siang, menjawab pertanyaan media terkaitkan kasus lokal di Karawang melibatkan distributor Aqua dan Le Minerale yang diangkat ketingkat nasional atas inisiatif KPPU.
Menurutnya Kasus tersebut bermula dari saling somasi antara produsen air minum dalam kemasan (AMDK) merek Aqua dan Le Minerale, namun Syarkasi enggan menjawab mengapa kasus lokal tersebut bisa menjadi prioritas KPPU dalam penanganan perkara yang merupakan inisiatif KPPU.
Dalam presentasi sebelumnya, Syarkawi menjelaskan dari ribuan perkara yang ada di KPPU tahun 2016 hanya 24 perkara yang tindaklanjuti oleh KPPU karena skala prioritasnya, salah satu perkara yakni Perkara No. 22/KPPU-I/2016 tentang AMDK.
Sementara itu Asep Ridwan S.H., M.H., Ketua Umum Indonesian Competitions Lawyers Association (ICLA) menegaskan, kasus lokal seperti kasus Aqua vs Le Minerale seharusnya tidak menjadi prioritas KPPU, karena masih banyak kasus lainnya yang lebih besar dan masuk kategori prioritas.
“Kasus prioritas tersebut ada sesuatu yang spesial namun untuk kasus Aqua dan Le Minerale dipertanyakan tentang itu,” jelas Asep.
Asep juga menilai, kebijakan KPPU saat ini tidak sejalan dengan program kepatuhan yang dicanangkan oleh KPPU sebelumnya.
“Saat ini KPPU sibuk dengan penindakan namun abai dalam pencegahan/pembinaan,” Tegas Asep seraya mengungkapkan pada tahun 2016 terdapat 10 perkara inisiatif KPPU dan 7 perkara berdasarkan laporan masyarakat.
Dicontohkan Asep tentang kasus yang terjadi di Singapura, ada pelaku usaha yang berperkara yang lebih senang membayar denda langsung tanpa harus menyelesaikan dipengadilan.
“Kasus langsung ditutup setelah membayar denda, tanpa gembar-gembor media. Beda dengan yang terjadi di Indonesia, kasus belum apa-apa tapi berita sudah marak dimedia, ini merugikan pelaku usaha.” ucap Asep.
Senada dengan Asep, Dosen Universitas Indonesia (UI) Andi FL menegaskan dampak jika pelaku usaha jika diseret kepersidangan persaingan usaha adalah merosotnya saham perusahaan, maka sebaiknya diselesaikan diluar persidangan.
“Bila terjadi perubahan perilaku tidak perlu diteruskan ke sidang Majelis, maka bisa dilakukan Settlement dan Monitoring,” tegas Andi.
Andi juga mempertanyakan kebijakan KPPU yang lebih semangat menyelesaikan perkara di sidang majelis dibandingkan upaya KPPU menerapkan program kepatuhan yang telah dicanangkan sebelumnya. (sn01)
